Forms4.5 Startup Error

When I load a form into Forms45 I got sometimes the follwoing error:
PDE-PUP001 ORA-04301: unable to allocate 34416 bytes of shared memory ("DIUTIL","PL/SQL MPCODE",";BAMINA: Grow bam buffer)
ORA-06508: PL/SQL: coul not find programm unit being called ORA-06512 at "SYS.PSTUBT", line 7 ORA-06512 at line 1
Whe have a SGA of 14MB, I think this should be enough. What is wrong, or what init.ora Parameter is wrong defined ?
