Has anyone work with PeopleSoft application?

I have a question for those people who is working or has worked with PeopleSoft application that uses Oracle database. Does [Quoted] anyone know how to start a process scheduler with Windows NT AT command. I can start process scheduler manually but I just can't start process scheduler automatically. I try to use the command that mentions in the book but when I execute the command through AT command, nothing can up. Here's the commands that I have tried to start:

p:
cd p:\psft\hr601\cblbin
ptpuprcs.exe ORACLE/PPEN/SYSADM/SYSADM/PSNT

or

cmd.exe /c start /high p:\psft\hr601\cblbin\ptpuprcs.exe ORACLE/PPEN/SYSADM/SYSADM/PSNT

(this command is smiliar from the book)

None of those commands can start automatically; however, I can run those commands manually.
