How to get rid of Title Bar

My problem is that I always get the title bar of the content window displayed as long as I don't set the window state to MAXIMIZE. But if I set it to MAXIMIZE, the scrollbar disappears and in the meantime the title bar will reappear as long as I get another window showed.

My window has the following property setting:

  Window Style       : Document
  Modal                  : yes
  Hide on Exit         : no
  Close Allowed      : no
  Move Allowed       : no
  Resize Allowed     : no

  Maximize Allowed : no
  Minimize Allowed : no
  Inherit Menu : no

Could anybody tell me what I set wrong or any way to solve my problem.
