Discoverer is aimed at the user. It works very well if your database has its constraints actually in place as many don't. That way the tool knows what tables are allowed to join to which and life is good.

Oracle Reports could be used by a user if they were real smart, knew their data intimately as well as understood database concepts. Sooooo, I guess I would give a general 'NO' on Oracle Reports for a normal user. But don't get me wrong, Oracle Reports is very powerful and userful in creating professional reports that are only run by the user who can then pass in parameters. rq
