  In addition to a Web server, you also need Oracle Developer Server (not just Oracle Developer) to deliver your forms through a Web browser. The Oracle Developer Server product includes additional items not found in the standard Oracle Developer product (most importantly: 1) the Forms server - a modified version of the Forms runtime engine located on a server machine that directs its output to and receives its input from a java applet running in a Web browser and 2) the Forms java client applet - a java applet which provides the user interface of a form in a Web browser environment and communicates directly with the Forms server).
