Developer 2000 install downgrades ODBC

I have Developer 2000 ver 2.1. When installing the runtime modules for Forms and Reports the installer informs me that it will upgrade some of the Windows components.

After installation MS Query fails to execute and informs me that it requires ODBC versions 3.5 or higher. I then have to reinstall the ODBC drivers from the MS Office 97 CD. Once I do this both the developer runtimes and MS Query function properly.

My question is has anyone else experienced this and if so have you found a solution to this problem. I don't want to have to reinstall the ODBC drivers on every machine after each developer 2000 install.
