Oracle Workflow setup

Plese help me about setup Oracle Workflow 2.0.3. I can't access the Oracle Workflow Homepage.

case 1:

1.URL is <Oracle WAS 3.0:port>/<plsql agent>/web_html.home
2.when I access this URL at the first time,logon screen is open.
3.I enter userid and password.(oracle/oracle)

  This id & password is WebListener's security( 'basic' selected ). 4.I get the messages on web browser.  

ERROR
3402:No valid session exists for this user. Please establish a new session through the login page.

case 2:

1.URL is <Oracle WAS 3.0:port>/<plsql agent>/web_html.login
2.when I access this URL at the first time,logon screen is open.
3.I enter userid and password.(oracle/oracle)
4.on web browser

ORACLE                         Help

        OK       CANCEL

5.I enter userid and password of web browser.   (oracle/oracle)
  I click OK button.

6.I get the same messages on web browser.
