Repository build problem

We recieve an error "ORA-04031 - unable to allocate bytes of shared memory" Because of this, we are unable to create an application in Designer 2000. This is for a college course, and many of us are having this exact problem. We are using Personal Oracle 7 on Win95 and NT. Thanks in advance....
