Disabling Runtime Parameter form in Reports

One thing I tried very hard to do was disabling the runtime parameter form from popping up at runtime. It works OK (that is, it does not pop up) when you run from the Reports Designer. But it insists on popping up when it is started by a form through the call to RUN_PRODUCT. Now, under "Tools Options" - "Runtime Settings", I've unchecked "Parameter Form". Somehow, this does not help. What else should be enabled or disabled?

By the way, what is the difference between "Administration"-"Generate" and ""Administration"-"Convert"?
