This looks like a problem of picking up different SQL*NET DLL's when you are connecting with the MSAccess application or with the Oracle Form Builder application. I suggest that you check out which dll's get loaded at connection time via a dllviewer tool. You can download a 95 and NT version of this tool from www.sysinternals.com.
