Yes, there are problems.

You didn't reference the release of Developer/designer in question...

Release 1.3
Forms 4.5.7 doesn't work well on NT at all. Oracle never certified it on NT and they don't support it on NT.

Release 1.6
I believe this version of forms 4.5.? is certified on NT, but I've never used it.

Release 2.0
Forms 5.0 seems to work better on NT than 95.... :-/
