Dev2000, Forms 5/plsql23 Errors 906/6540

We have installed Developer 2000 2.1 on a Netware server & NT 4 clients. (Incidentally, although I don't think this should cause the problem(!), we have used an in-house written client installation script to copy across the necessary .DLLs, .HLP etc files to client PC, update the Registry & create Program Groups.).

The following errors are sometimes generated when users attempt to compile in Forms 5:-

"Error 906 at line 0, column 0

Message 906 not found; product=plsql23; facility=PCM Error 0 at line 0, column 0
ORA-06540: Message 6540 not found;
No message file for product=RDBMS73, facility=ORA"

We think the missing messages are:-

"ORA-06540 PL/SQL compilation error

Cause: A PL/SQL compilation error occurred. However a user generally will not see this error message. Instead, there will be accompanying PLS-nnnnn error messages.
Action: See accompanying PLS-nnnnn error messages."

"PLS-00906 compilation is not possible.
Cause: The PL/SQL compiler cannot run properly because its operating environment is corrupted. For example, its error message file might be inaccessible.
Action: Check the PL/SQL operating environment, making sure that all files required by the compiler are accessible."

It looks as if the message file is not being installed, but it appears that it is necessary for successful PL/SQL compilation in certain cases.

Has anyone aseen this error before?
I'd appreciate any help as to where these missing error message files can be found and whereabouts they should be installed?
