LOVs

I have an LOV whose select statement only returns one value. When a user lands on the associated field, and then presses F9, the form responds by populating that field with the only value the LOV returns. In other words, the LOV is never displayed. Is there a property I can change so the the LOV will always be displayed even if there is only one value in it?
