PO 8.04 and Developer 2.1

After that i installed DEVELOPER 2.1 but i can't connect with p.e. FORMS 5.0 or SQL*PLUS 3.3 to the PO 8.0.4.-database. I get the message that there is no interface attached. SQL*Net 2.3 is installed too (i was installed automatically when i installed FORMs 5.0) but the directory ' network/admin' only contain SQLNET.ORA; the directory 'net80/admin' contains TNSNAMES.ORA, SQLNET.ORA and LISTENER.ORA.

Does anyone knows what i'm doing wrong??
