If you MUST support clients on mutiple hardware platforms, Oracle tools may be an acceptable solution.
VB
If your clients are all on MS windows, VB is good.
Delphi
If your clients are all on MS windows Delphi is great. If your clients are all web based Delphi is good.

Well, that's my 2 cents. I've programmed in a few different
languages. The OO ability in Delphi is wonderful. There is a little
learning curve, but it's worth the trip around the corner.
