Problem with HOST command in Forms 4.5

We recently developed a problem with the HOST PL/SQL command in 16 bit Forms 4.5. When we launch Microsoft Word 2.0 (I know, it's old), with a string "c:\winword\winword.exe document.doc" some of our systems launch Word TWICE! The first copy of Word fires up and loads the document. The second copy of Word fires up, complains that someone has the document locked, and asks if you want a copy.

This didn't happen until we installed a custom Powerbuilder application we got from someone else. This application uses an OLD VBX with Vbrun300.dll and some other old stuff.
Any ideas what happened, why it happened, and how to make the HOST command work correctly?
