Try to find something like D2KWUTIL.PLL in Forms 4.5.

I don't remember about 4.5 but in 5.0 there is D2KWUTIL.PLL which can help you call Windows System Interface routine:

FUNCTION Win_Api_Environment.Read_Registry

  (RegPath		IN 	VARCHAR2,
   RegEntry		IN	VARCHAR2, 
   RaiseExceptions	IN	BOOLEAN DEFAULT FALSE);
