Hi Krishna,

use a post-record-trigger on Block A.
Check e.g. with the help of the system variable :system.coordination_oper if the user wants to leave the current A-record (also by exiting the form) or if he just wants to leave the block but stay in the same A-record. If he wants to leave the current A-record check if there is a new record in B or in C. If so, check if there is a record in D (For this checks u could use :system.block_status) If there is no record in D raise a Form_Trigger_Failure. I have not tried this but I hope this helps.
