Yes and no. Oracle 8 + Application Server + some inhancements to both I imagine.

Designer 2000 currently creates web sites for Application server, so it should
generate sites for the new incarnation (some small hickup will require that you
purchase upgrades or pay for support on Designer!)...

Sure there will still be requirements for traditional forms from Developer. Java
tools will be needed for Server/Client side development as 8i will be the hosting solution and not the development tool for marketing reasons.
