Can't say very much about Dev2K R 2.1 other than the following:

We use Designer/2000 Rel. 2.1 together with Dev2K R 2.1 and experience serious problems. A patch Release 2.1.1 for Designer/2000 is out but will not help very much according to discussions on Oracle's DevConnect forum.
