Web Development Tool Advice

I am no Designer expert and the problem might be just that... But, I [Quoted] was wondering if anyone had any advice on the best way to get these applications to the Web with OLTP capabilities without using Java. (i.e. hire a Designer expert, get new tools, you can't get there from here..)
