Procedure Builder & Built-In Packages

Well, now that I can connect using Procedure Builder, I've come across what's sure to be the first of many little gotchas. To wit: I can create a Procedure in the "Program Units" branch of the Object Navigator (the topmost one) using (for example) TEXT_IO.PUT_LINE - fine, no problem - it compiles very happily. Then I drag the same procedure down to the Database Objects/Stored Program Units branch of the Object Navigator, compile it, and I get an error:

PLS-00201: identifier 'TEXT_IO.PUT_LINE' must be declared.

I've looked through the documentation, and I can't see where it says you have to do something special.

And speaking of the documentation - is there a nice PDF somewhere that contains reams of info on Procedure Builder? The documentation I have is pretty paltry.
