Help: Designer2K-generated code doesn't work

I used Designer2000 to generate a module. I can access the page at http://myserver/myPLSQLagent/owa/yongt0010$.startup where yongt0010$ is the name of both a package and package body. (I can also access the the above URL with "startup" replaced by "showabout".)
The startup page contains some form entries which work fine, plus some links to other procedures with URLs like:
http://myserver/myPLSQLagent/owa/yongt0010$emails.startup
When I access these links, I always get an "Error! Access denied" error. This error is not logged in the server error log file (either the listener or wrb log). Interestingly, in SQL*Plus, I can "exec yongt0010$.startup" and also "exec yongt0010$emails.startup" with a message "PL/SQL procedure successfully completed" returned to me.
Why do I get the Access Denied error in the browser? Any advice is appreciated.
