We're running the 3.0.1.0.1.0 version of the OWS (or whatever the latest 3.x version is :). I dunno if I'd move to the NT or not - it's not nearly as stable as AIX. Right now we're using 3 Netfinities (dual 400mhz procs with 1024mb of RAM) - we are running the NCA applications which is more intensive than normal browsing, to that end we're planning on a max of 50 users per machine. To load balance we went ahead and got a landirector from Cisco - I personally found the Oracle metrics solutions to be kludgy and unreliable. (hehehe very similar to their development tools). The landirector polls to find the least utilized cpu, and sends incoming requests there. We're not done with our implementation, we'll be adding 3 more Netfinitys' for Production and expect to support around 300 concurrent users. Hope this helps some :)
