I found myself in a similar situation. Much research only turned up Oracle's Echo/2000 tools. They will do the trick but are very pricey. Rumor is that more and more of those features will be finding their way into Designer, but who knows when.
Meantime, depending on your complexity and number of developers, etc. you might be able to create an enforce a largely manual system. But you end up paying somebody to police the whole thing.
It is a tough sell to make a client understand the cost of not doing something for version control. I have even been known to do some creative "fiddling" when I know I have a good backup to fall back on, just to put the proper level of fear into management's minds.
