Perhaps you have installed an older Version of an Oracle Tool and now a NET80 Tools.
So you could have two TNSNAMES.ORA.

One loacted in x:\orawin95\net80\admin and one in x:\orawin95\network\admin.

Insert in both your TNS name (copy it from the one file to the other)......
