Well, you have the answer to your question in your own message. There's a line that says "You may need to install the Oracle Procedural option". I think it should say "You MUST install the Oracle Procedural Option" :-)
Anyway, I have seen lots of problems with the execution of PL/SQL blocks ( and functions and procedures ) in Oracle versions prior to version 7.2. As they say in Oracle Support, "Why don't you upgrade to a newer version ?"
