Reading text file in FORMS

Also does FORMS OR REPORT have the capability to read the operating system time in a format like this (dd-mon-yyyy hh24:mi:ss [PST, PDT, EST, EDT, etc). I don't :system.current_datetime returns this (dd-mon-yyyy hh24:mi:ss) but I want the time zone format as well.
