We purchased Database Designer for basically the same reasons - cost-effective, solid, and works good with Oracle.

Although we've been generally satisfied, here a few of the bad points.

  1. We purchased the Bronze level support for this product, in the hopes that it would eventually gain Oracle8 support. Instead, Oracle came out with a separate product called Object Database Designer (which is also an extension to Designer 2000), and is not honoring an upgrade as part of the service contract.
  2. This is a 16-bit product, so you will need to install 16-bit SQL*Net, even on a 95/NT machine.

These two issues aside (especially the first one), we've been very pleased. It will ALTER database objects instead of just dropping and recreating them. You will probably also want to check out PowerDesigner.
