Interfaces to Other Software Applications

I realize this is a complicated question. But how would you set up a customm standalone application to send information to outside computer software packages such as another Oracle Forms software application or to an Oracle Applications module? How do you let the other application know when data has changed? And how would that other application pass information into my application if necessary and let it know when information is changed?

Are there other books or references I can refer to. I know that I will probably have to register my application with Oracle Applications but I'm still not sure what the process is and I don't have the Oracle Applications manuals. Are ther classes that will help? TIA.
