The object owner is the name of the schema in which the database resides (e.g. scott). The remote username/password are the db user you want to connect as, who (obviously) needs to be able to see scott's tables. the connect string is the TNS alias ON THE Des2K REPOSITORY SERVER for the database instance containing the database you want to reverse engineer.

It's a little complicated, but once you follow it through, it makes sense. The reverse engineer package is a stored procedure in the Des2k repository, hence the need for the alias to exist on the Des2K server.
