Simply pre-create the tablespaces with the correct sizes and DOS filenames.

Import will see that the tablespaces it has instructions to build are already there and will not attempt to create them, but it will use them to [Quoted] store the objects.
If you ftp'd the export file to windows make sure it was a binary transfer.
