ODBC error: "Unknown string"

While attempting to connect via ODBC to an Oracle 6 table, a user received the error message "Unknown string" from the Intersolv driver. The client is a 32-bit app and they are running a 16-bit version of Oracle - the user is suspicious that may be the root of the problem. I suspect somthing amiss with SQL Net. Can anyone shed any light or suggest where to investigate?
