SqlNet is more than the files in Orawin/Bin.... There are mesage files, windows system files ( installed into windows/system )
and the Network files themselves - located by default in Orawin\network\admin ( this is where tnsnames.ora would be located ) Check your oracle.ini file to see where Oracle expects stuff to be.
