Not sure if this applies but........
If you are using a 16bit Developer/2000, you must copy your TNSNAMES.ORA from ORAWIN95\NETWORK\ADMIN to ORAWIN\NETWORK\ADMIN. When you run both 16 bit and 32 bit on same machine, you have to keep the two files synchronized by hand.
If you can connect using SQL*Plus from your ORAWIN95 directory, then your listener and everything is probably OK. Since I don't have a copy of "above" I'm not sure what all your symptoms are.
