Pro*C Fails to Initialize Propery

I managed to disable my system (Intel 200MHz Windows NT, Oracle 7.3.3.0.0, Pro*C 2.2), and finally was able to re-install Oracle, and copy the Pro*C files back. I did set the Registry value for 'PRO22', but when I invoke PROC22.EXE, I get the following in an Application Error Dialog Box:
The application failed to initialize properly (0xc000007b). Click on OK to terminate the application.
Does anyone have any idea what might be wrong with my installation?
