Web Application Server Alternatives

Can somebody provide me an idea of what my technical alternatives are to purchasing Oracle Web Application Server in order to allow me to develop web based applications that communicate with Oracle?

Here is what I am aware of:

  1. DBD::Oracle/DBI (Basically a Perl solution) 2. Java/JDBC/JSQL (Java solution) 3. MOWI - A shareware piece of software (I don't know if this would be appropriate for an enterprise wide suite of applications)

I believe you can do so with Powerbuilder but am not sure if coding changes must be made in order to get the Powerbuilder app to work on the web.
