Remote db connection prob

I am having trouble connection to a remote database via Form 4.5 via an Internet connection. I get error message "ORA-06108 NETTCP: connect to host failed". I can't find any documentation on this error. Any suggestions. Forms is loaded on a Windows95 machine and forms is using SQL*Net V1.
FYI - I also loaded Personal Oracle 7.3 (In a separate directory). That installation loaded SQL*Net V2 which connects to the database fine. Is there a way to force Forms to see the SQL*Net V2 in the other directory. I tried just removing SQL*Net V1 but received another error message.
