Brain Dead - Color Palette with 256 colors

I can't figure out why I'm not able to use all my shades of gray with the default color palette. Windows is running in 256 color mode and although I can see the light gray on some Oracle scroll bars (gray12) I can't set that color, it's either gray or white. Help anyone?
