Oracle SQL statement

I'm quite new in Oracle Report V2.5. And I need to generate this particular report in a certain fashion. This is my problem... How do I in SQL statement come up with a list of rows that is not selected by my query and set its count to 0? This is because I use a 'between <column 1> and <column 2>' statement which will only select those in between. Again, how do I display those that is not in between those value?
