You should check the white paper on connecting Oracle8 and Dev/2000 2.0 on a win95 machine here:
http://www.developer2000.com/Articles/default.htm It has detailed instructions on how to make this set up work.

If you are running on NT, you will need to use the bequeath driver (connect string beq-local) to connect to a database on your machine.
