Deactivate mandatory checkings

I have a multi-row block which contains a few mandatory items. Every time I jump into the block all buttons outside the block are deactivated.Is it possible to deactivate the checking of the mandatory items within a block while the record is completly empty, so that I´m able to press buttons which are located outside the multi-row block.
