Need Oracle test file

Using Database Designer (demo) I created several tables. However in order to store these tables in an Oracle database I first must have an Oracle database - something in which I don't have. Actually the whole reason I downloaded the database designer was to create the database! I need to do all this in order to test a VB application that needs to connect to an oracle datasource via ODBC. If someone can give me either a skeleton oracle file or the means with which to create one it would be greatly appreciated. Also, what is SQL*Net and what do I need to know about it if anything in order to do what I am doing?
