Hi,
I think you have only 3 options: use the syntax OWNER.OBJECT (except for procedures), create public synonyms or create views owned by the second user based on tables of the first (Ex: create view y.table1 as select * from x.table1).
Although it can seems a drawback, I think the use of public synonyms can be very flexible and powerful.
