Developer 2000: missing DLL

At the end of the installation, when I try to run Oracle Reports runtime I receive an error message that says NLSRTL33.DLL is missing. I have searched inside the CD and the DLL exists but only in the Windows 95 directory. Is it possible to copy manually this directory in a NT 4.0 environment? I have looked inside Oracle Server for NT 7.3.3 and this DLL is still missing.
Any tip to solve this problem?
