I believe forms 3.0 keeps it's spacing based on characters, whereas
forms4.5 can space according to character, size/distance , or pixels.
Are you certain that you have the equivalent settings?
Also, I have found that it is generally better to open the form (FMB) in FDES32 and save it before regenerating. According to one Oracle rep. I had spoken to several months back, this tags the file as 32 bit and saves it in a slightly different way (since it becomes F4.5). Then try regenerating from the forms designer (<Ctrl> + T...or File --> Administration --> Generate.
