Get files from Client Side in Forms 4.5!

I want to create a form to import ascii file (*.dat) into the database.
[Quoted] Can anyone tell me how I can browse the directory in form 4.5 and get the ascii file? Just like the "open..." menu items in many windows application.

For Example,
