Why ORACLE ODBC slower than ORACLE DB-Library

I have heard Microsoft say that ODBC and DB-Library perform at approximately the same speed, but when I try Oracle's ODBC driver with Oracle it is slower than their native interface. Why is this happening?
ODBC is at the same level as DB-Library. Architecturally, they are written
'natively' to the SQL Server wire protocol, so they should perform at
approximately the same speed. But not all ODBC drivers are created equal.
Oracle implements ODBC as a layer on top of their proprietary interface (Oracle
CLI); not as a 'native' call level interface. Any time this happens it will be
less efficient than writing to the proprietary API. Oracle may choose to write
an updated driver at some point that would provide better performance, but
there are third party drivers that offer higher performance drivers now. For
instance, Microsoft just developed an Oracle 7.3 driver that is very fast, and
comes packaged with Microsoft Visual Studio.
