Within Forms Designer

Save the form with items for copy to database. If user to create new form differs from that of the saved form grant access via Form security.
Load the form into which you want to copy the block. Press [Copy Object] key.
  Source Object - enter Copy, Owner, Form and Block name details of

                  the form containing block to copy.
  Target Object - Enter Block - whatever you want this block to be
                  called in the current form.
