Mine does not have help files..either I liked the SQL PLUS Help that came with it.
If you find it let me know.

Oracle 8 comes with this as HTML files.

As for the ini file I don't know of one but you can set up a script that runs as you launch sql plus or at the start of the script you want to run. Use commands like

set scan on
set long 10000
